    Uptime is the percentage of time a server or service is reachable/operational over a given period. 100% means no downtime at all; the remaining portion is called downtime.

    99.9% ('three nines') uptime allows about 8 hours 45 minutes of downtime per year. 99.99% means about 52 minutes per year, and 99.999% ('five nines') means only ~5 minutes of downtime per year.

    An SLA (Service Level Agreement) is a document that contractually guarantees the uptime rate the provider commits to. If the provider fails to meet this rate, you are usually entitled to a service credit (refund). A high SLA guarantee is critical for enterprise projects.
